Development Variance Permit

A Development Variance Permit is issued by Council and may approves variations of bylaws such as zoning bylaws, subdivision and development bylaws and sign bylaws.

Requested variances may include:

  • Siting requirements such as setbacks from property lines
  • Building height
  • Subdivision regulations, such as minimum lot size or dimensions
  • Servicing standards
  • Sign regulations

Use and/or density specifications cannot be varied. Please note that a permit application is not the same as a Board of Variance Application.

Applications and payment must be submitted together, by one of the following methods:

  • In Person: Town of Qualicum Beach, #201-660 Primrose Street, Qualicum Beach, BC

Town Hall hours of operation are Monday to Friday from 9:00 am to 4:00 pm.

Application Form

Development Variance Permits should be applied for when certain bylaw provisions, such as zoning, land use, or subdivision bylaw, need to vary or when the property in question has unique site qualities that limit compliance with the Town’s existing regulations.

1. A pre-application meeting to review your application and determine feasibility may be booked by emailing [email protected]

2. Submit a complete application package to the Town of Qualicum Beach.

3. Applications will be reviewed to ensure they meet all requirements. Once reviewed, staff will prepare a report to Council.

4. Council decides whether or not to consider the variance.

5. If Council advances the variance at the first meeting, notifications to neighbours will be distributed in accordance with the Local Government Act to  solicit neighbourhood input regarding the variance.

6. The Planning Department will bring the application back before Council once public comments are received and Council will vote to approve the development variance permit or to deny it.

The application fee for a development variance permit is $1,500.00.
