The Town’s Financial Plan is guided by the Council Strategic Plan, which outlines priorities and direction for Qualicum Beach. Starting in 2023 the financial planning process changed to include open and transparent planning and communication, paired with public engagement. Residents of Qualicum Beach were invited to provide input and to ask questions with feedback considered in the development of the plan.

The Financial Plan serves as a road map to meet the community’s growing needs over a five year period. Key elements of the financial plan include service plans and financial schedules for each of the Town’s 18 service areas, financial management information including details on the budget process, workforce planning, consolidated financial summaries, reserve balances, debt management, and capital project details.
Distinguished Budget Presentation Award
The Government Finance Officers Association (GOFA) awards local governments that prepare budget documents of the highest quality which reflect the guidelines established by the National Advisory Council on the State and Local Budgeting, and the GFOA’s best practices. The Town of Qualicum Beach’s 2024-2028 budget document was recognized with this award for excelling in the preparation of its financial plan and its transparency in budgeting.
