Since 2009, the average sale price of a home in the Parksville-Qualicum area has increased from $369,445 to $850,000. The different rates of inflation for wages and housing have necessitated affordable housing initiatives, especially for seniors, families and people with disabilities.

In 2009 an Affordable Housing Needs Assessment first highlighted an unmet demand for affordable rental market housing for fixed-income seniors and families. Since then, the Town has been seeking ways to increase affordable housing.

The Town’s Official Community Plan states, “The Town shall explore ways to work with community groups and senior levels of government to provide for the development of affordable housing, special needs housing, and rental housing.”
