In 2018, the Town purchased the historic St. Andrew’s Lodge property. The property is approximately 9,800m² (2.4 acres), has over 70m of waterfront, and is in a key location at Buller Road and Highway 19A. The park is now named Saahtlam, which refers to “the green at the mouth of the river,” a name gifted by the Qualicum First Nation.

In 2020, a Concept Plan was created through extensive public engagement to help define the vision of the park. Then in 2023 Lanarc Consultants were commissioned to support a community process to create a Detailed Plan to guide decision-making, park development, and amenity upgrades over the next ten years and beyond.

Detailed Park Plan

  • Fall 2023 – Phase 1 Exploration. Community input was gathered on emerging directions and long-term vision.
  • Fall 2023 – Spring 2024 – Phase 2  Direction. The Draft Park Plan was shared with the community for review and consideration.
  • July 17, 2024 – Final Report presented to Council.
  • 2025 – Detailed Plan to be considered in 2025-2029 Budget process.

Concept Plan

  • 2019  –  The Town and Lanarc Consultants led a 3-phase community engagement process to develop a Park Concept Plan.
  • Feb 2020 – Council adopted the Former St. Andrews Park Concept Plan.
  • December 2023 – Community Feedback Form Round #2
  • December 2023 – Committee of the Whole December 13, 2024
  • October 2023 – Community Feedback Form Round #1
  • October 2023 – Pop-Up Engagement at Qualicum Beach Farmers Market
  • August 2023 – Key Stakeholder Meeting
  • 2018 – The Town acquired the former St. Andrews Lodge property.
  • 2109 – 2020 – “Former St. Andrews Park Concept Plan” developed.
  • 2021 – The park opened for community use.
  • 2022 – Council voted to retain the Lodge building in support of community aspirations.
  • 2022 – The St. Andrews Lodge Historical & Cultural Society (SALHACS) formed and began planning for lodge improvements and programming special events in the park.
  • 2023 – Qualicum First Nation gifted the park with the name “Saahtlam” which refers to “the green at the mouth of the river”.
  • 2023-2024 – “Saahtlam Park Detailed Park Plan” developed.
