Special Event Permit

Qualicum Beach is fortunate to have many public spaces available to host special events, from block parties to large festivals, encouraging connection in our community. To plan a special event, here is everything you need to know about event permits.

Who Needs a Special Event Permit?

An application is required if you are planning an event that is:

  • Open to the public or the public has been invited to attend.
  • Held outdoors either in whole or in part.
  • Expected to host 100+ attendees.
  • Planning to have a beverage garden.

Event Planning & Resources

When planning a special event, other licenses and permits might be required. Here are some helpful resources:

A Special Occasion Liquor Licence is required by the Province of BC to serve liquor for public and private events.

Apply Online

A Temporary Food Service Application must be submitted to your local Health Protection and Environmental Services Office if food sales and preparation will take place at your event. For more information, review VIHA’s Food Safety.

The Town of Qualicum Beach also requires a list of food vendors, as well as proof of permit, electrical certification, photos and insurance for all mobile food services.

Traffic control is required for events that require road closure or traffic management for safety. If traffic control is required for your event, you will be notified after you submit the Special Event Permit Application. Traffic control service providers are available for Central Vancouver Island.

If first aid services are required, locations of these services should be identified on the site plan. The BC Ambulance Service may require an onsite contact and unimpeded access to the site. St. John’s Ambulance provides first aid coverage for a donation.

Public liability insurance of no less than $5,000,000 is required and evidence of insurance must be provided to the Corporate Administration Department no less than 10 days prior to the event.

The special event organizer shall indemnify and hold the Town of Qualicum Beach harmless from and against all liability, loss, claims, demands, costs and expenses, including reasonable legal fees, occasioned wholly or in part by any negligence or act or omissions by the above named, their officers, agents, employees, volunteers or others for whom they are responsible at law, arising out of any cause whatsoever, either direct or indirect, through its use and/or operation of Town property in connection with the special event.

If you require equipment rentals for your event, such as tents, tables and chairs, there are local providers available in the area.

If your event involves raffles, bingos, poker, social occasion casinos, and wheels of fortune, the Province of BC requires a Gambling Event Licence.

If you are planning a special event that includes live or recorded music of any kind you are required to pay a licence fee to SOCAN.
